Built in 2001, the high-efficiency district cooling system is the first in Oregon and is based in The Brewery Block, a five-block development of retail, commercial and residential space. The system will be operated by The Portland District Cooling Company LLC, a subsidiary of DG Energy Solutions.

Phase I of the Portland district cooling system began commercial operation from a 4,000-ton chilled-water plant in March 2002. It currently cools 1.7 million square feet of space, including Tyco Telecom Data Center and the Whole Foods Market.

Phase II is scheduled for completion during 2005-2006, with an additional 4,000-6,000 tons of chilled-water capacity to serve The Brewery Block's northernmost properties. The expanded plant will have the capacity to cool up to 12 million square feet of hotel, office, and commercial property space in downtown Portland
