The procurement department within an organization manages all the major purchases. and Acquisition Policy Web site at <http://www.acq.osd.mil/dpap/dars/dfars/changenotice/index.htm>: Proposed Rule Notification Requirements for Critical Safety Items A part, assembly, installation, or production system with one or more essential characteristics that, if not conforming to the design data or quality requirements, would result in an unsafe condition that could cause loss or serious damage to the end item or major components, loss of (DFARS Case 2004-D008) Proposes to add a new contract clause requiring contractors to promptly notify the government of any nonconformance or deficiency that could impact item safety. The clause would be used in contracts for the acquisition of (1) replenishment replenishment the addition of an appropriate quantity of properly prepared solution containing the correct concentration of chemicals to the developer solutions used in radiography. parts identified as critical safety items; (2) systems and subsystems, assemblies, and subassemblies integral to a system; or (3) repair, maintenance, logistics support, or overhaul services for systems and subsystems, assemblies, and subassemblies integral to a system. The proposed change is a result of Section 8143 of the Fiscal Year 2004 DoD Appropriations Act, which required examination of appropriate standards and procedures to ensure timely notification to contracting agencies and contractors regarding safety issues, including defective defective adj. not being capable of fulfilling its function, ranging from a deed of land to a piece of equipment.
