By being in a Mello-Roos district, the home builders can avoid paying a development fee of $2.43 per square foot for each home - about $4,860 for a 2,000-square-foot house. But the new home buyers would pay an annual tax of 29 cents per square foot, or $580 a year for the same-size house.
