DEVELOPERS, CITY HONORED FOR NEW ROAD GOLDEN VALLEY PROJECT CITED.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - Golden Valley Road - a project jointly funded by the city, developers, schools and others - has been recognized as an outstanding public-private partnership Public-private partnership (PPP) describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. These schemes are sometimes referred to as PPP or P3.  by an association of government executives.

The four-lane road now spanning Soledad Canyon Soledad Canyon is a long narrow canyon / valley located in Los Angeles County, California between the cities of Palmdale and Santa Clarita. Soledad Canyon contains the localities of Vincent, Acton, Ravenna, and Agua Dulce.  Road and the Antelope Valley Freeway The Antelope Valley Freeway is a freeway in Los Angeles and Kern counties in southern California. It is signed as California State Highway 14 along its length. It connects Greater Los Angeles to the rapidly developing Antelope Valley.  recently won the Outstanding Partnership award from the International City/County Management Association. The prize recognizes programs that best demonstrate the value of public-private alliances.

``The city is proud to have been recognized by an international organization for its work in the Golden Valley Road project,'' City Manager Ken Pulskamp said in a statement. ``We continually strive to forge effective partnerships between the city, private businesses and the community, with the knowledge that everyone benefits from such efforts.''

The city teamed with more than 90 groups, including the county of Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  and the William S. Hart Union High School District, to gather some $80 million to complete roughly 4 miles of the route. The school district's nonprofit land development arm helped build part of the route along the year-old Golden Valley High School.

Developers Spirit Holdings, DR Horton and The Newhall Land and Farming Company The Newhall Land and Farming Company is a land management company based in Valencia, California, United States. The company is responsible for the master community planning of Valencia, as well as the management of farm land elsewhere in the state.  contributed millions in fees and right-of-way dedications as part their state-required infrastructure obligation in order to build along the route.

, the city's building and engineering director said Monday. ``For a city like ours, partnerships are a great way to deliver projects, whether they're transportation or others. ... It's a recognition of what we're accomplishing. We're building roads for the benefit of the community.''

The road is part of the city's $245 million, 8.5-mile Cross Valley Connector project, which intends to link state Route 126 and Interstate 5 with the Antelope Valley Freeway. Last week, city leaders punched through a gap that cleared travel between state Route 14 and Soledad Canyon Road.

Some $170 million has been committed to the project, and the city is angling for $8 million from the 2006 federal appropriations bill and another $24 million from the federal highway bill working through Congress.

The International City/County Management Association was founded in 1914 to provide technical and management assistance, training and resources to city officials. The group will recognize the city at the 91st ICMA ICMA International City/County Management Association
