DEVELOPER URGES CITY TO RELAX INDUSTRIAL PARK WANTS COMPLEX AT 20% GRADE.

 Canyon, officials are struggling with local laws barring building on the hillsides.

At a meeting Wednesday, developers asked the city's ad hoc committee ad hoc committee A committee formed with the purpose of addressing a specific issue or issues, which theoretically is disbanded once its raison d'etre is finished  to consider a plan that would allow construction at up to 20 percent grade - which could draw opposition from those who stand by the voter-approved limit that prevents building above a 10 percent grade.

The developer proposes bringing the entire 2,430-acre property under the current West End Specific Plan, which now governs only the portion of the land that is within city limits.

That plan would allow construction at up to 20 percent grade, and provide the amount of land designers need to create a campuslike industrial park rather than rows of boxlike buildings.

But the developer could be in for conflict with some in the city who believe that the Hillside Performance Standards - which were approved by voters in 1986 and limit building to under the 10 percent grade - should be held sacred.

The West End Specific Plan was put into place before the Hillside Performance Standards were approved.

Unocal also will run into the issue when it presents its housing units for consideration, since there is no valley floor on its site on which to build. If hillside performance standards are put in place on the project, multiple housing units would not be allowed.

The project calls for 361 acres of housing and 130 to 195 acres of industrial buildings.

Because a decision on the issue could mean a major policy change, City Councilman Paul Miller The name Paul Miller is shared by a number of people.

 said the committee should take the developer's proposal to the full council to decide how it should be handled.

He said he is neutral on the idea right now, but is willing to consider it.

``My mind is open because that is an area that is a little bit different than the valley floor,'' he said after the meeting. ``But it really depends upon what kind of a project they're going to propose.''

The committee discussed several ideas for buffering the project and hiding the taller buildings on the hillsides so they can't be seen from the freeway.

Miller said he would like to see the portion of the northern side of the complex that fronts the freeway be turned into a permanent fairgrounds n. pl. 1. same as fairground. , with other recreational facilities in use the rest of the year.

Developers said they would consider that proposal because they would like to create a business park that does not lie empty over the weekend, especially since much of the project will be residential.
