In 1992, Polygon had sought to build from 40 to 61 homes on and around the ridge line above Verdugo Road, near College View School. The Glendale City Council rejected the project on the grounds it affected children, created traffic problems, and was too dense. Residents fiercely criticized the project. The city and Polygon entered into a settlement that allowed Polygon to submit a new application, under pre-1993 hillside standards. The court stayed the action while Polygon processed the new application. Polygon then sought to build 35 homes and the City Council rejected that project in November 1997.
