"), the Board of Governors has determined that it is not necessary to conduct a proceeding to determine if the United States operations of Bancomer, S.A., Mexico City, Mexico ("Bancomer"), and Banca Serfin, S.A., Lomas de Santa Fe, Mexico ("Serfin"), foreign banks within the meaning of the IBA, should be terminated as a result of Bancomer and Serfin each having been found guilty of a money laundering offense in the United States.
