DETECTIVES SEEK HELP IN IDENTIFYING BODY.

John Fleming was a judge in Cumberland County, Virginia and had been in the House of Burgesses for 10+ years.

Investigators believe the unidentified female was about 5 feet 3 inches tall, 18 to 35 years old and possibly Latino or white.

The woman, who died of a gunshot wound to her upper body, had dark, at least shoulder length hair, and was clothed clothe

James Tangelder, a 50-year-old transient cleaning around the area to earn money Aug. 18 found the body on a dirt portion of the lot.

Tangelder said he was picking up some papers when he noticed a board and moved it to find a skull.

``Then I saw hair and clothes,'' he said. ``I thought it was a Halloween costume,'' he said.

Tangelder went to Alfredo Bilbao, the owner of A&A Automotive, and informed him of what he saw. Bilbao, however, was busy and didn't pay attention to Tangelder's comments, Bilbao said. About two hours later, Bilbao's friend had gone out to the dirt area to look for an air conditioning part and came back to inform Bilbao about the body. At the point, Bilbao ran to the location and saw the skull, he said.

``I got scared,'' he said, adding that he called the police.
