DEPARTMENT TO USE 1980 CENSUS DATA IN 1992 CHAPTER 1 ALLOCATIONS
 WASHINGTON, April 9 /PRNewswire/ -- U.S. Secretary of Education Lamar Alexander has notified the governors and state education officials that the department will use 1980 census data in making 1992 allocations under Part A of Chapter 1 of Title I of the Elementary and Secondary Education Act. This decision will allow the department to announce allocations by April 15 and enable school districts to plan Chapter 1 programs for the coming year.
 "The law requires the department to distribute (these funds) to counties based primarily on the 'most recent satisfactory data available from the Department of Commerce' concerning children from families below the poverty level," Alexander wrote state officials. He pointed out that while the department considered using 1990 census data, "we have concluded that the 1990 data will not be available on a satisfactory basis that would permit timely planning and implementation of Chapter 1 programs throughout the nation."
 Chapter 1, which provides over $6 billion annually to disadvantaged students, serves more than 5.5 million students in preschool through 12th grade in about 14,000 school districts.
 The secretary's decision will also permit allocations to be made for other grant programs whose formulas are based on the Chapter 1 allocations. These include:
 -- The Dwight D. Eisenhower Mathematics and Science Education Act
 state grants
 -- Even Start
 -- Stewart B. McKinney Homeless Assistance Act grants to states
 -- Carl D. Perkins Vocational and Applied Technology Education
 Act supplemental state grants.
