DEPARTMENT OF ENERGY SEEKS PUBLIC COMMENT ON CONTRACT REFORMS

 OAKLAND, Calif., Aug. 31 /PRNewswire/ -- In a continuing effort to use taxpayer dollars wisely, the U.S. Department of Energy (DOE) announced today that the department will hold public meetings in Oakland on Sept. 14 to ask for comments on improving the way DOE manages contracts. Three open forum sessions will be held -- 10 a.m.-noon; 2-5 p.m.; and 7-8:30 p.m. at the new Federal Building Auditorium located on 14th Street between Clay and Jefferson in downtown Oakland.
 DOE San Francisco Operations Office Acting Manager Terry Vaeth said the meetings are part of a national effort by a special DOE Headquarters Contract Reform Team that will recommend, by the end of the year, specific administrative, financial and legislative improvements to the department's contracting mechanisms and practices. In the interim, the department has halted its normal multi-year extension of management and operating contracts.
 Public views (five-minute oral presentations are encouraged) will be requested on current contracting policies and practices with emphasis on management and operating contracts, environmental restoration and waste management contracts, and support services contracts. Details of the purpose of the public meetings were published in the Aug. 19, 1993, Federal Register.
 The department also seeks recommendations for improving contract policies and practices in areas of basic and applied research, defense programs, and environmental restoration, with emphasis on contractor performance measures, enhanced competition for contracts, and performance incentives for profit and nonprofit organizations. Other issues under consideration include: indirect costs; indemnification; federal oversight of contractors; and procurement and financial management.
 Those individuals or organizations wishing to participate in the public stakeholder process, but unable to attend the scheduled meetings may submit written comments to DOE at Office of Communications and Planning, U.S. Department of Energy, 1301 Clay St., Suite 700N, Oakland, CA 94612, by Sept. 30, 1993.
