DEMS FIGHT HEAD START BILL, SAY CHANGE GUTS PROGRAM.

The most controversial aspect of the legislation is a proposal by Republicans to establish a pilot program allowing eight states to coordinate their own state-operated early childhood programs. Democrats charge that move would ultimately turn Head Start into a block grant program, freeing states from requirements that they provide medical and social services social services
