DEMOCRATS SEEK CHANCE TO WIN SEAT GOAL IS TO OUST INCUMBENT REPUBLICAN ASSEMBLYMAN.Byline: Cecilia Chan Staff Writer Two Democrats will duke it out Tuesday for the chance to challenge Assemblyman Tony Strickland, the Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. McGrath, however, countered that she wanted the Democratic Party to stay neutral and let the voters decide who will challenge Strickland. She said she has plenty of local support and financial backing from teachers and other working men and women throughout the state. The Democrats also see Strickland as too conservative for the district, he said. ``Mr. Strickland has not distinguished himself in the past two years in office so he is not considered a strong legislator,'' Lacayo said. ``He doesn't have the deep roots into the area for him to claim that as his turf. We refuse to cede the 37th or any part of Ventura to Republicans by default. We will fight them all the way.'' Helping taxpayers McGrath's other target issue is lobbying for the state to return tax revenue money to counties and cities that it reallocated several years ago. ``I believe I am more moderate (than Strickland) and meet the criterion for the constituents . . . on things like education, local control, health care and protecting our environment,'' she said. Sharkey, who is midway into his second term as a city councilman, is a newcomer to partisan politics. He said he is the only Assembly candidate to win the backing of the authors of the SOAR initiative, which voters countywide passed in 1998 to halt urban sprawl, and the only candidate who has local government experience and has cut taxes. During his 1994 run for Port Hueneme council, Sharkey spoke against the city's view tax, which levied a tax on homeowners who could see the ocean from their property. He was able to help repeal the tax and refund a half-million dollars to taxpayers, he said. Grass-roots campaign Sharkey's current platform includes returning more property tax revenue to local communities, giving cities more local control, creating a better working relationship between Sacramento and local officials and investing more money in education. ``Coming from local government I see the problem from the bottom side and not Sacramento's side,'' he said. ``Government at its best is about problem solving problem solving Process involved in finding a solution to a problem.
