DELGADILLO SEEKS AID FOR L.A.

"It's important to forge relationships with Washington," Delgadillo said. "We will be in need of resources."

Delgadillo's trip comes on the heels of a new slate of anti-gang legislation he unveiled in Sacramento last week. California members of Congress also are pushing to move gang measures to the top of the national agenda.

It also mandates stiffer penalties and creates a range of new criminal offenses aimed at prohibiting gang recruiting.

California is home to an estimated 150,000 gang members, with about 40,000 in the L.A. area.

"As a former federal prosecutor, I have seen first hand the damage gangs cause in our community," Schiff said.

A member of the House Appropriations Committee, Schiff also vowed that funding for gang prevention is a top priority for him.

His bill, the Gang Abatement and Prevention Act, mirrors a measure Feinstein has been pushing in the Senate. On Tuesday it won an endorsement from California Gov. Arnold Schwarzenegger.

"Gang violence is a problem in communities all over California," Schwarzenegger wrote in a letter to Feinstein. "We need to have a coordinated approach among federal, state and local governments to work together and eliminate this problem."

Feinstein called the governor's backing "a major vote of confidence."

Last year, the Feinstein/Schiff bill stalled in the House, where GOP leaders eliminated most of the prevention funding and attempted to insert mandatory minimum sentences opposed by many Democrats.

"I think we have a good chance of getting the bill passed this session," Schiff said Tuesday.

It is also one of the most powerful committees in Congress; among its wide range of jurisdictions is investigation of federal judicial nominees and oversight of  also is likely to approve Feinstein's bill.

A gang bill by Boxer named after an 11-year-old San Bernardino girl killed by gang members in 2005 also is pending in the Senate.

Delgadillo said he hopes to persuade lawmakers that the gang problem is not limited to cities like Los Angeles and needs to be addressed on a national scale.

"A gang is coming to a neighborhood near you," he said. The federal government, he said, "needs to prioritize the gang problem, and treat it as the national crisis it is."
