The commission is scheduled to act April 10 on the recommendation of an administrative law judge administrative law judge n. a professional hearing officer who works for the government to preside over hearings and appeals involving governmental agencies. Councilman Richard Alarcon said the study paid little attention to proposals that would use existing pipelines and might pose less risk.

Recirculating the environmental impact report would entail a new public comment period - and possibly more hearings - in a process that would take at least six months, officials for both Alarcon and the commission said.

Martha Sullivan, the commission staffer who directed the environmental impact report, said, ``We issued a final EIR EIR n. popular acronym for environmental impact report, required by many states as part of the application to a county or city for approval of a land development or project. (See: environmental impact report)  that we believe has fully considered those alternatives.''

The report concluded that the Pacific Pipeline was preferable to alternatives from the standpoint of environmental protection and public safety.

The Pacific Pipeline, backed by a consortium of oil companies that includes Chevron, Texaco and Unocal, would carry up to 130,000 barrels of crude oil a day from Kern County to refineries in Wilmington, El Segundo and Carson.
