``I believe that the protections established by these ordinances are fair and essential for the affected hotel workers and the health of the hotel industry overall. I also believe that it is important for both the business and labor communities to have full confidence that they had a fair voice in an open and robust public process,'' Villaraigosa said in a letter sent this week to City Council President Eric Garcetti Eric Garcetti (born 1971) is the son of former Los Angeles county district attorney Gil Garcetti, and was elected to the Los Angeles City Council in 2001.  of the Los Angeles Alliance for a New Economy said his organization will continue its efforts to back the plan.

``We think it's important to have a full public debate on the living wage and addressing the issue of working poverty,'' he said.

``We are confident the council and the mayor will support this as a way to address fundamental unfairness.''

The proposal would require hotels near LAX to pay a minimum of $9.08 an hour with health benefits or $10.33 an hour without health benefits. It also would protect employees from being fired and would ensure they receive their full pay, including tips collected from service charges.

The mayor said he sought the delay because of business community concerns that the ordinance could be expanded to other areas and the belief that businesses did not have a full opportunity to present their case.

Hotel industry lobbyists have said that if the council extends the living-wage ordinance to the Century Boulevard hotels, they will consider an effort to put the issue before voters.
