DECISION DELAYED ON PLAN TO SET UP COMPOSTING FARM.

 to allow the project's backers and opponents to meet to resolve differences.

BioGro Division of Wheelabrator Clean Water Systems, Inc., a Maryland firm, wants to use 67 acres to take sewage sludge from Los Angeles County, add organic wastes and bulking agents and turn it into compost available for sale.

``We will come to the meeting with an open mind and hopefully we can work something out,'' said BioGro spokeswoman Linda Novick.

The land is along the Kern County border, south of Avenue A between 140th and 150th Streets West.

Critics of the project, including residents of Antelope Acres and Rosamond who live near the site, believe it poses potential health problems from the material either seeping into ground water or being blown off-site.

``They have got to make an honest effort to work with the public - something they haven't done,'' said Lyle Talbot Lyle Talbot (February 8, 1902 - March 2, 1996), born Lisle Henderson in Pittsburgh but raised in a small Nebraska town, was a Hollywood actor best known for playing Joe Randolph on television's The Adventures of Ozzie and Harriet , a member of Desert Citizens Against Pollution.

Backers of the project say it will provide a low-cost way of recycling and will help Los Angeles County to meet state-mandated goals of reducing the waste going into landfills.

BioGro plans to accept up to 500 wet tons per day of sludge along with 1,000 wet tons per day of wood, yard trimmings, and other wastes such as sawdust sawdust

used as litter for chickens and bedding for horses. Sawdust made from treated timber may cause pentachlorophenol and other wood preservative poisoning. Fungi growing in sawdust litter in poultry houses may cause poisoning in the birds.

The sludge and other wastes will be mixed and then spread out in windows 7 feet tall by 18 feet wide and up to 850 feet long. About 70 windows, laid out on a 35-acre, asphalt composting pad, will be on the site at any given time.

The compost material will sit for about 60 days. The finished product will be stored in piles about 16 feet high and 400 feet wide. Up to 360,000 cubic yards will be stacked.

Up to 800 wet tons per day of compost would be shipped out.

To protect the ground water, BioGro plans to compact the soil, cover it with gravel and then top it with asphalt.

To reduce dust, BioGro plans to cover the material in trucks during hauling, impose a 10-mph speed limit on site, and keep the compost material moist. During dry conditions, the area will be watered twice a day to minimize dust.

The project will also include a spray called a water atomizer atomizer /at·om·iz·er/ (at´om-i?zer) nebulizer.
