DEALING ORDER OF DAY AS LEGISLATURE ENDS TERM.

The 1998 Legislature hurtled toward its finish Monday, spawning a flurry of rumors and last-minute deals. Hundreds of bills were under consideration.

A $235 million water bill for Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region, , $155 million for the state's problem students and schools, and $210 million for old redwoods were among the issues getting final votes Monday.

Midnight was the constitutional deadline for the Legislature to finish most bills for the year.

It would provide $235 million to pay part of a deal signed this month by the San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. San Diego includes the unincorporated communities of La Jolla and Spring Valley. Coronado is across the bay.  County Water Authority and the Metropolitan Water Authority of Southern California. The money would be used to line canals with concrete to conserve water.

The Senate, by a 29-5 vote, also approved legislation to buy the Headwaters Forest The Headwaters forest is a series of old growth redwood groves measuring about 60,000 acres (240 km²). Located in the northern region of the U.S. state of California, most of it is owned by timber company PalCo, which is owned by Charles Hurwitz and Maxxam Inc. , the largest remaining stand of privately owned old-growth redwoods in the world. The measure moved to the Assembly for a final vote.

Environmental groups and Northern California Northern California, sometimes referred to as NorCal, is the northern portion of the U.S. state of California. The region contains the San Francisco Bay Area, the state capital, Sacramento; as well as the substantial natural beauty of the redwood forests, the northern  lawmakers tied final passage of the water bill to enactment of the Headwaters legislation.

The Senate also approved a $155 million, two-bill package to help students who are behind grade level, as well as the state's worst schools.

However, one of the bills, which faces a likely veto by Wilson, was held up in the Assembly by opponents.

The bills the governor likes would provide $105 million for additional summer school and require students to be assessed several times a year and given extra attention, including possible summer school, if they are behind their peers.

Wilson doesn't like a bill containing $50 million for grants for the state's 250 lowest-performing schools.
