DEAL MAY PUT LAND MEASURE ON BALLOT.

One day after Camarillo filed suit against Ventura County to put an open space preservation measure to a public vote, the two sides agreed to place the controversial proposal on the November ballot.

The compromise reached Tuesday over the Save Open-space and Agricultural Resources ordinance A law, statute, or regulation enacted by a Municipal Corporation.

``I think we're done,'' said Assistant County Counsel Robert Orellana, who helped negotiate the agreement.

``The basic terms of the settlement are that we agree to put (the Camarillo SOAR measure) on the ballot, provided they make certain deadlines,'' Orellana said. ``As long as those conditions are met, the Camarillo Save Open-space and Agricultural Resources ordinance will be on the November ballot.''

The city of Camarillo filed a lawsuit Monday to force the county to push back the deadline for cities to turn in local measures for the November election.

The county set a June 24 deadline for measures to qualify for the Nov. 3 ballot. Camarillo officials contended state law allows the deadline to be no closer than 88 days before an election, so it can be pushed back to Aug. 7.

To "incorporate" in this context means to form a municipal corporation, i.e., a city or town with its own government. . If approved, each would require voter approval for development proposed in areas zoned for open space or agricultural uses.

The Camarillo settlement could improve chances of a SOAR measure in Moorpark, proponents of that measure said.

SOAR supporters in Moorpark hope the Camarillo settlement will encourage Moorpark city officials to put the controversial land-use proposal on the ballot in that city.

On Monday, Moorpark SOAR proponents turned in 3,377 petition signatures in support of putting the item on the city ballot. Backers of the land-use proposal want the City Council to use its legislative powers to place the measure on the ballot, but they are not optimistic op·ti·mist
