DEAL HELPS REEL IN BASS CASTAIC LAKE AVOIDS HEFTY TAX WITH LOOPHOLE.

Byline: Heather MacDonald Staff Writer

CASTAIC - A dozen bass tournaments - and more than $2 million in revenue - will return to Castaic Lake Castaic Lake is a lake on Castaic Creek formed by Castaic Dam, in northwestern Los Angeles County, California, near the town of Castaic. The 323,700 acre foot lake (399,000,000 m³) is the terminus of the West Branch of the California Aqueduct, though some comes from the 154 mi²  under a deal that will help organizers avoid a hefty tax.

The deal, struck Wednesday, exploits a loophole An omission or Ambiguity in a legal document that allows the intent of the document to be evaded.

``It's the best thing for everyone involved,'' said Brian Roney, the president of Friends of Castaic Lake and a member of the board of the Castaic Chamber of Commerce. ``We're thrilled that there will be more fishermen going through the area.''

Organizers canceled 11 tournaments this year at Castaic Lake in anticipation of the tax, which was scheduled to take effect July 1, then was postponed to Jan. 1 because of the negotiations. Permits for tournaments must be pulled at least a year in advance.

``We're pleased we won't have to go somewhere else,'' said American Bass Promotions Director Dave Plotnik. American Bass has been holding 10 tournaments a year for the past 12 years at Castaic Lake. ``It's good for the community.''

The fee, which is levied against commercial operations, is used by the county parks and recreation district to help offset operational costs, said Mille J. ``It angered a lot of people,'' Roney said. ``The fee is excessive. We're glad we could reach a deal.''
