DEADLINE FOR BALLOTS TUESDAY ELECTION A TEST OF MAIL-IN SYSTEM.

BURBANK - The city's first all-mail general election is heading into its final days, with four City Council candidates and four school board candidates competing for two seats in each race.

Voters have until 7 p.m. Tuesday to return ballots, and officials said they hope that changes made to the tallying process will help speed the count. In the city's February primary election, results were not reported until midnight.

``We'll be doubling the size of the staff that does verification and canvassing, and that will help us get a total quicker,'' said City Clerk In the United States, a City Clerk is an elected or appointed official who is responsible as the official keeper of the municipal records. The increased staffing will help officials report preliminary election- night results as counting is under way, something they could not do in the February primary.

Voters are casting ballots for two open seats in the City Council race, with two incumbents facing two challengers. City Councilwoman Stacey Murphy was the only candidate to win a majority and earn a seat in the February primary.

The other four top vote-getters in the primary were, in order, Mayor Marsha Ramos, City Councilman Dave Golonski, appellate Relating to appeals; reviews by superior courts of decisions of inferior courts or administrative agencies and other proceedings.  attorney Michael Bergfeld and legal consultant Vahe Hovanessian.

The candidates' top issue in the campaign has been city planning city planning, process of planning for the improvement of urban centers in order to provide healthy and safe living conditions, efficient transport and communication, adequate public facilities, and aesthetic surroundings.  for dealing with increasing traffic and development.

``Traffic's going to continue to be a problem,'' said City Councilman Todd Campbell, who is not running in the election. ``It's not just a problem for Burbank; it's a problem for the region.''

Much of candidates' campaign focus has been on how best to address district budget woes and their plans to put more arts programming into elementary schools elementary school: see school. .

Ultimately, city officials hope the all-mail ballot system will boost voter VOTER. One entitled to a vote; an elector.  turnout by making it more convenient for residents to vote. Voter participation dropped to 19.4 percent in the February primary (which also was an all-mail election), down from 20.4 percent in the 2003 primary.

``I was disappointed (with) our mail-in (primary) election,'' Campbell said. ``But, then again, it's the first time that we attempted to hold an election in this way, and I think that hopefully the next election will show some margin of improvement.''

In respect to the time of presentment and demand of bills and notes, business hours generally range through the whole day down to the hours of rest in the evening, except when the paper is payable it a bank or by a  at the City Clerk's Office, 275 E. Olive Ave., and from 7 a.m. to 7 p.m. Tuesday at the following locations: Clerk's Office; Buena Vista Branch Library, 300 N. Buena Vista St.; Don Tuttle Senior Center, 1731 N.
