A POTENTIALLY-FINAL blow has been dealt to plans to build on a much-loved Cardiff beauty spot. Environment Minister Jane Davidson has dismissed a second appeal by Western Power Distribution against Cardiff council's rejection of its bid to build more than 300 houses on Llanishen Reservoir. Her decision was hailed by campaigners who have fought the plans for six years and who yesterday pleaded with the American-owned firm to end their battle to build on the site. Additionally, in her view, there remains a strong objection in relation to impact of the access road across the Nant Fawr meadows." Ms Davidson's decision overruled planning inspector Richard Poppleton who argued that Western Power Distribution's second application " would not impinge im·pinge v. im·pinged, im·ping·ing, im·ping·es v.intr. 1.
