DBT Online Announces AutoTrack Agreements With Top 15 Property & Casualty Insurance Companies.

DBT Online, Inc. (NYSE:DBT) has signed new AutoTrack(SM) contracts or expanded business under existing agreements with the nation's top 15 property and casualty (P&C) insurance carriers, representing more than 50% of the industry.

Ron Fournet, DBT President and CEO, said the number and extent of the agreements -- part of the Company's aggressive campaign to help combat $20 billion in annual fraud in the P&C industry-- position AutoTrack as the premier online anti-fraud investigative service for the industry. The agreements, many of which are multi-year, cover access via the secure www.autotrackxp.com Internet site or the secure Windows(R) 95/98/NT AutoTrackXP(SM) dial-up service. Some of the agreements name DBT "vendor of choice" or call for DBT to create co-branded secure intranet sites to integrate with customers' internal anti-fraud efforts. The AutoTrack P&C business is part of DBT's plan to generate a significant percentage of revenues by year end 2000 through e-commerce Internet sales of technology enhanced public records information.

Seth Perlmutter, head of DBT's new Insurance Services market unit, said AutoTrack enables qualified investigators to search through DBT's database of 6 billion current and historical public records and other commercially available information to develop comprehensive information on people, assets, and businesses. "Insurance investigators can develop information within a matter of minutes that otherwise would have taken days, if it could have been done at all," he explained. "As a result, AutoTrack has become a faster, less expensive way to detect fraud, ranging from 'organized fraud,' where an individual or group uses false identities to submit fraudulent claims, to 'life circumstance fraud,' where factors such as liens, judgments, and bankruptcies lead an individual to submit false claims."

The Insurance Information Institute (www.iii.org) estimates that approximately 10% of all P&C claims are fraudulent. As a result, since 1992, P&C carriers have more than tripled annual spending to more than $650 million to fight fraud. Recent studies have shown that beefed up Special Investigative Units (SIUs) are cutting $10 in fraud for every $1 invested in them. In addition, 44 states now classify insurance fraud as a felony, 39 have fraud bureaus set up in various state agencies, and many require P&C carriers to expand their SIUs.

Mr. Perlmutter said the P&C industry was attracted to DBT because of the size of its database and effectiveness of its search engines and because its products are built on data consistent with the principles adopted by the Individual Reference Services Group (www.irsg.org), of which DBT is a founding member. The IRSG Principles, adopted in consultation with the Federal Trade Commission, govern the dissemination and use of data that help identify, verify or locate individuals.
