DARCY TO RUN AGAIN, CITES PUBLIC DEMAND.

Byline: Teresa Jimenez Daily News Staff Writer

Jo Anne Darcy, who has served on the City Council since the city's formation 10 years ago, announced Friday she would seek re-election in April with the goal of assuring stability among the five members.

Darcy, 66, said she had been anticipating the end of her term, and imagined that she would finally have time for arts and crafts arts and crafts, term for that general field of applied design in which hand fabrication is dominant. The term was coined in England in the late 19th cent. as a label for the then-current movement directed toward the revivifying of the decorative arts. , reading and writing and other hobbies.

But after a flood of more than 300 Christmas cards - almost all with a plea asking her to run again - Darcy said she felt obligated ob·li·gate

 to enter the election.

``The people won't leave me alone,'' Darcy said with a smile. ``I hadn't intended to do this. And I'll have to raise money quickly. But they wanted to keep stability on the council. Youth certainly has a chance on the council and I think it's great that we have these new people. But we still need a base of experienced people to train and teach the others.''

There are three open seats on the five-member council, and Councilmen Clyde Smyth and Carl Boyer have announced they will not seek re-election. The change in those two seats alone will create the greatest transformation on the council since its inception.

Nearly half of those who have announced their candidacies so far are under 30 years old.

Though the council members said they agree on almost all agenda items, they are known to split on important growth issues such as large-scale housing developments and road construction.

Darcy, a member of the pro-growth majority with Smyth and Boyer, said she also agreed to run because of concerns that the council could switch to a slow-growth majority after the April election.

``We can't be a no-growth city. We'll lose the people who would come here,'' Darcy said. ``Look at what we've got - Princess Cruises Princess Cruises is an American cruise line, based out of Santa Clarita, California, that operates cruise ships also shares the same building with Cunard Line headquarters. It is one of the many cruise lines operated by the Carnival Corporation. , Borax borax or sodium tetraborate decahydrate (sō`dēəm tĕ'trəbôr`āt dĕk'əhī`drāt), chemical compound, Na2B4O7·10H2O; sp. gr. 1. . Those are high-pay-scale employers.''

Darcy said she has a long list of goals, and many of them involve continuing projects she and fellow council members began over the years.

``I've been part of founding many of the city's commissions,'' Darcy said. ``There are so many things we've done and I would like to see those things continue. I want to concentrate on the big ones: youth, anti-crime, open space.''

She added that some of the demand will be met with the new Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. It is played on a standard handball court 40 ft (12.2 m) long, 20 ft (6.  courts and sports fields.

Santa Clarita officials also should work to make the city the safest in the country, Darcy said.

Darcy said she also would like to see the city surrounded by a green belt of open space. As part of that, Darcy said she will encourage discussions regarding the privately owned Elsmere Canyon site.

``We should look at what would be useful for the city there,'' Darcy said.

Darcy said she also wants to continue her work with the handicapped and the senior community.
