DARCY TO RUN AGAIN, CITES PUBLIC DEMAND.Byline: Teresa Jimenez Daily News Staff Writer Jo Anne Darcy, who has served on the City Council since the city's formation 10 years ago, announced Friday she would seek re-election in April with the goal of assuring stability among the five members. Darcy, a member of the pro-growth majority with Smyth and Boyer, said she also agreed to run because of concerns that the council could switch to a slow-growth majority after the April election. ``We can't be a no-growth city.
