DAILY NEWS INVITATIONAL PREVIEW: SECTION CONNECTION CITY AND SOUTHERN TO MIX IT UP.

In baseball, it's a real rivalry.

Who's better, the City Section or the Southern? Unlike just about every other high school sport, the City Section more than holds its own against its better-funded Southern brethren. And the City Section, always with a bit of a chip on its shoulder because it has to do more with less, gets the opportunity to show how good it is at the Daily News Invitational, which begins Tuesday.

The tournament, expanded to 32 teams this season, concludes March 18 at USC's Deadeaux Field with a championship game matching the tournament's best from the two sections. In addition, the coaches of the two finalists will be asked to coach the annual Daily News Bernie Milligan All-Star Game An all-star game is an exhibition game played by the best players in their sports league. The players are often chosen by a popular vote of fans of the sport and the game often occurs at the halfway point of the regular season, although this is not the case for some all-star games  in June, which is changing its format this year to match the best players from the two sections as well rather than the previous East/West format.

``That's something people always talk about,'' tournament director Steve Marden said of the section supremacy. ``In most sports, it's easy to say the (Southern Section), but in baseball, not so.

``In a couple weeks, we'll know the answer.''

Along the way, both sides provide an opportunity to see the region's elite.

Palmdale's Matt Harrington Matt Harrington (born February 1, 1982) is a baseball player who holds the record for the most times being chosen in the Major League Baseball amateur draft. He bats left and throws right.  and Westlake's Jesse Kozlowski are all rated among Baseball America's top 100 high school prospects, and Notre Dame Notre Dame IPA: [nɔtʁ dam] is French for Our Lady, referring to the Virgin Mary. In the United States of America, Notre Dame  of Sherman Oaks and Westlake are ranked in the publication's national preseason poll. Six of the teams competing are ranked in the Daily News' top 10, including No. 1 Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown. .

Notre Dame defeated Grant of Van Nuys for last year's title, the first year the tournament had a final.

In previous years the tournament, which began as a six-team City event and grew to a 32-team field with an equal number of City and Southern Section participants, played a set amount of predetermined pre·de·ter·mine

Now, teams have four prescheduled games, after which they are paired with a team with a similar record from the opposing section for their final game.

Notre Dame follows with a trip the next day to Palmdale, where the Knights could face Harrington and his well-placed pitches that consistently top 90 mph. The same day, Highland's Matt Parris could be involved in a pitching duel with Chris Cordeiro when he and his new teammates play at Thousand Oaks while Westlake hosts Chaminade of West Hills in a matchup of top-10 teams.

Also, keep an eye on Poly of Sun Valley, Kennedy of Granada Hills and South Gate. Poly lost several players from last season's City runner-up team, but senior shortstop Eder Tapia and the Parrots remain strong. Kennedy and South Gate were both City semifinalists.
