Cyprus in brief July 29.

Tourism revenue slumps

CYPRUS'S revenues from tourism for the first half of 2009 fell 15.8 per cent compared to a year earlier, while the number of holidaymakers arriving on the island dropped 10.8 per cent, statistics show.

Tourism earnings from January to June came to e1/4565.8 million compared to e1/4671.9 million in the same period of 2008, the passenger survey conducted by Cyprus's statistics department showed.

In the month of June, revenue from tourism reached e1/4175.4 million, a 23.6 per cent year on year drop. For the month of June alone, arrivals were down 15.1 per cent year-on-year.

Tourism represents 10.6 per cent of Cyprus's Gross Domestic Product and an expected drop in arrivals for the whole year has prompted the finance ministry to forecast economic growth at 1.0 per cent this year, down from 3.7 per cent in 2008.

As well as the general global downturn, Cyprus tourism has been hit hard this year by the fall in the value of the British pound, which hurts the spending power The power of legislatures to tax and spend.

Spending power is conferred to state and federal legislatures through their constitution. Judicial Review of legislative spending varies from state to state, but the law of federal spending informs courts in all states.

Cypriots not ready for 2+ lane

THE COMMUNICATIONS Ministry is having second and third thoughts about whether to ever implement the 2+ Lane pilot scheme on Nicosia's main thoroughfares following the negative reactions of the public. According to the Cyprus News Agency

The Cyprus News Agency (Greek: Κυπριακό Πρακτορείο
, the ministry is considered postponing implementation of the 2+ system for the foreseeable future until conditions in society mature enough for people to accept the measure. The Agency cites unnamed sources saying that the pilot project was met with much criticism from people who thought that it would create huge problems on the roads. If ever implemented, the project will reserve one lane on the main thoroughfares going in and out of Nicosia for motorbikes, emergency service vehicles and cars with two or more people in them. The pilot project was meant to start last month and continue until August 16 but has been repeatedly put off by the ministry which first cited problems with high congestion The condition of a network when there is not enough bandwidth to support the current traffic load.

"You do not need to be an economist to understand that with lending rates of 6 per cent and 6.5 per cent under today's circumstances you cannot have development and investments," said CIPA Vice Chairman Christos Mavrellis. "Cyprus cannot have one of the highest lending rate among the EU, while trying to attract foreign investment."

Mavrellis was speaking after a meeting with Finance Minister Charilaos Stavrakis on Foreign Direct Investment (FDI FDI

).

He said the issues needed to be dealt with immediately among other issues such as hindrances to the employment of foreign labour.

Stavrakis said the Finance Ministry was working in close cooperation with the agency as with the private sector because "foreign investment is oxygen to the Cypriot economy".

"We made an in-depth assessment of the procedural problems which made the attraction of foreign investments in Cyprus more difficult and which in cooperation with other competent Ministries we will try to solve in a certain timeframe and in the framework of an action plan," said Stavrakis.

In 2007 Cyprus attracted e1/41.5 billion in FDI, while in 2008 FDI into Cyprus fell slightly to e1/41.35 billion.
