The agreements with Level 3 allow Cyber Digital to evolve as an alternative to UNE-P providers for mass market local circuit switching and high-capacity loops for broadband markets, for both residential and business customers. The recent FCC UNE-P phase out policy mandates that competitive telecom carriers, including local, long distance and Internet service providers, cannot lease the Bells' switches for voice and broadband data services to new customers beginning March 11, 2005. In addition, after March 2006, competitive telecom carriers must move all customers to non-Bell networks.

Level 3 enables global voice termination to all long distance traffic originating on Cyber Digital's local network. For this capability Cyber Digital has signed agreements for (3)Voice(R) Termination and (3)Center(R) Colocation Services. Cyber Digital will offer its local, long distance and international calling services on a wholesale basis to non-facilities based competitive carriers who are seeking TDM migration solutions.

With Cyber Digital's CIAN1 IP systems co-located in the Bells central offices, all Voice-over-IP (VoIP) and broadband IP data at T1 rates will be aggregated and transported by DS3 or optical fiber to Cyber Digital's CIAN2 IP systems co-located in Level 3 data centers. For this capability, Cyber Digital has signed agreements for (3)CrossRoads(TM) and (3)Center Colocation Services. Cyber Digital will offer its comprehensive Managed IP Services, including VoIP Services, on a wholesale basis to non-facilities based Internet service providers, who are seeking VoIP migration solutions.

 Firewall and CVPN systems located at customer premises of businesses, all secured broadband IP data at T1 rates will be transported by T1 lines to Cyber Digital's CIAN IP systems co-located in Level 3 data centers. For this capability, Cyber Digital has signed agreement for (3)Link Metro Private Line Service. Cyber Digital will offer its Managed Virtual Private Network solutions on wholesale basis to non-facilities based resellers.
