Spurred by 9/11, the federal government announced that most homeland security agencies' communications systems were using 30-year-old technology. While Pentagon has high-speed and highly secured networks, other homeland security agencies networks require a complete overhaul. Homeland security agencies demand Cyber's CVPN to secure sharing of information. The following initiatives reflect the programs that are relevant to secure VPN (Virtual Private Network) A private network that is configured within a public network (a carrier's network or the Internet) in order to take advantage of the economies of scale and management facilities of large networks.  applications for 2003:
- $380 million - INS to track foreign visitors.

- $11 million - GSA's central analysis and warning center

- $15 million - National Institute of Standards and Technology's (NIST) computer security division. Cyber's CVPN is certified by NIST

- $20 million - Energy Department information sharing systems

- $30 million - DOD to develop a cyberspace warning network

- $202 million - for an emergency National Information Management system

- $175 million - for states to buy technology to access information


These agencies want vendors to provide fully managed VPN services including installation, maintenance and service. Cyber has previous experience in providing fully managed digital voice switched services to the Department of Defense including Air Force and Navy bases.
