These carriers have lost the battle with the Bells, who will shut off access to them.

Spurred by this event, the metamorphosis in the local telephone switching infrastructure investment is beginning. Mr. Mario Gabelli, Chairman of Gabelli Funds, in his discussion with Mr. Louis Rukeyser of Wall Street Week, on January 31st., expressed enormous investment opportunity in this area due to the New Phone Policy.

"We believe that we could shortly have an enormous impact on this marketplace. For competitors to build their local central offices switches, it would cost over $4,000 per subscriber and perhaps take three years using traditional, monolithic centralized digital switches. The same cost using our distributed digital switches would be about $1,000 per subscriber and service provided within few months. What we are describing here is similar to the shift to personal computers from monolithic, centralized mainframe computers!" said J.C. Chatpar, Chairman.

In addition, J.C. Chatpar said, "We are currently working with a number of investment bankers who will provide the requisite capital for our growth in this market and rapidly take our company to AMEX AMEX
