It is possible that the Justice Department could have nailed Jack Abramoff Jack Abramoff (born February 28, 1959) is a former American political lobbyist, a Republican political activist and businessman who was a central figure in a series of high-profile political scandals.  several years earlier. In 2002, Frederick Black, a federal prosecutor in Guam where Abramoff had a lobbying practice, notified the Justice Department in Washington that he was investigating Abramoff. Oddly enough, a few days later Black was reassigned by the department and the investigation shut down.
