Prime among these were Charles Bosanquet, rector of King's College, whose idea it was in 1961 to form the North East Association for the Arts (later Northern Arts), the first and most innovative regional arts association, Arthur Blenkinsop Arthur Blenkinsop (30 June 1911 – 23 September 1979) was a British Labour Party politician. Blenkinsop was educated at the Royal Grammar School, Newcastle and the College of Commerce, Newcastle-upon-Tyne and became a chartered secretary. , its first secretary and T Dan Smith, one of the founder members of the association, who placed culture at the heart of his council agenda and whose policies anticipated modern "culture-led regeneration" by decades. Particularly at a time when Dan Smith's legacy is being reassessed as part of the Reinventing The City festival and in the City State exhibition at the Lit and Phil, it is hard to see how such an airbrushing from history can be justified.
