Cuba issue divides Americas summit.

Several leaders at the Summit of the Americas The Summit of the Americas is the name for one of a sequence of summits bringing together the countries of the Americas for discussion of a variety of issues. These encounters are organized by a number of multilateral bodies led by the Organization of American States.  are unlikely to sign the final declaration due to disagreements on the global economy and Cuba.

Venezuela, Nicaragua, Honduras, Dominica and Bolivia all said on Saturday that they would not agree to the final commitments, Al Jazeera's Dima Khatib reported.

"These countries say that they do not accept the final declaration because it is insufficient and unacceptable," Khatib said.

"The reasons that these countries give are many. One of them is that the declaration doesn't tackle the problem of capitalism being the reason for the financial crisis that the world is living with right now.

Cuba is barred from the summit because it is not considered a democracy by organisers. Latin American leaders have urged the US to drop its 47-year trade embargo embargo (ĕmbär`gō), prohibition by a country of the departure of ships or certain types of goods from its ports. Instances of confining all domestic ships to port are rare, and the Embargo Act of 1807 is the sole example of this in  against the country.

Hugo Chavez, the Venezuelan president, had declared as early as Thursday that he condemned Cuba's exclusion and that he would not endorse the draft declaration.

'Flirting' presidents

But the mood at the summit remained upbeat and cordial cordial: see liqueur. .

Luis Inacio Lula de Silva, the Brazilian president, praised Barack Obama, the US president, and Chavez, saying that they were good men.

"[Silva was] trying to promote better relations between both countries," our correspondent reported.

Cuba-US rapprochement

At the beginning of the talks on Friday, Obama said that Washington would seek a "new beginning" with Cuba, which has a communist government.

"I know there is a longer journey that must be travelled in overcoming decades of mistrust," Obama said.

"But there are critical steps we can take toward a new day."

The US has already dropped restrictions on Cuban-Americans visiting relatives in Cuba and is permitting US companies to bid for telecommunications licences.

Raul Castro, the Cuban president, has said his country is open to talks with Obama on "everything", including human rights, press freedom and political prisoners.

Restoring equality

The US president also said that he would seek an "equal partnership" with Latin American states during his administration.

The weekend-long summit is nominally to discuss regional security and the global financial crisis.
