Criterion Strategies Inc. Adds National Capital Region Office.

NEW YORK -- Former Homeland Security Official to Lead New Team Providing Security, Emergency Management and Counter-Terrorism Consulting Services

Criterion Strategies Inc., a New York based emergency management, disaster preparedness and counter-terrorism consulting firm today announced the creation of a National Capital Region (NCR) Office that will be lead by Mark Dozier, a former Branch Chief with the US Department of Homeland Security.. Mr. Dozier, who will be the Director of the National Capital Region Office has served with the Department of Justice and in the private sector, in addition to his time at the Department of Homeland Security. He specializes in counter - measures and security assessments as well as preparedness for weapons of mass destruction incidents.

The National Capital Region Office for Criterion Strategies Inc. is located at 1900 K Street Northwest. The office will lead business development and operational activities with federal and national capital region agencies that have responsibility for security, emergency management and counter-terrorism. Criterion's NCR office will facilitate services such as WMD training, risk and vulnerability assessments, development of emergency preparedness plans, all hazards counter- terrorism drills and exercises, as well as corporate sector crisis management and business continuity planning.

As the Branch Chief for the Office for Domestic Preparedness (ODP) Mr. Dozier was responsible for ensuring that state and local emergency responders received the proper training and resources to respond to disasters and terrorist incidents. His responsibilities included evaluating the risks faced by each state or municipality, developing a comprehensive program to target those needs and evaluating the effectiveness of the training and exercise programs.

As the Branch Chief for the Eastern Division, State and Local Operations Directorate, at ODP Mr. Dozier was responsible for ensuring that state and local governments had the appropriate strategic plans and that state and local responders received the proper training in WMD preparedness. His responsibilities included evaluating the risks faced by each state or municipality, developing a program to target those needs and evaluating the effectiveness of the training program.

Mr. Dozier said, "Where disasters and terrorism are concerned, planning training and exercises are everything Decisions that are made in the first few minutes of an incident will have lasting impacts, and it is my job to ensure that our clients are making well informed, well rehearsed decisions that will save lives, protect assets and allow for business continuity."

Mr. Dozier began his career in the United States Army, where he served as a Military Police Traffic Investigator and as a Special Agent in the Dignitary Protection Unit of the U.S. Delegation to the North Atlantic Treaty Organization After leaving the Army, he managed contract security services before becoming a Special Deputy, United States Marshal's Service under the Security and Emergency Planning Staff of the United States Department of Justice in the Spring of 1998. Along with drafting occupant and physical security plans for a dozen Justice Department buildings throughout the nation's capital, Mr. Dozier also served as the liaison between the Department and other law enforcement agencies, such as the Washington, D.C. Metropolitan Police Department, the United States Capitol Police and the Federal Protective Service. Mr. Dozier has long been an advocate of the three-prong approach utilized by Criterion Strategies, and brings a strong background in each phase.
