California community colleges make up the largest system of higher education in the world, and by legislative mandate they are operated collectively by students, staff and faculty. Excover, working from extensive interviews with community colleges' boards of trustees, administrations, faculty senates, local employees' unions and associates student governments, finds the collaborate decision-making process adaptable and responsive to the needs of those who work and study at community colleges. He also finds such governance acceptable to the community and legislative bodies involved. As a case study, he examines an individual community college district, explaining the challenges the district faces from within and without and describes how the collaborative organizational leadership works. He is clear about the challenges of such an approach and includes dissenting voices as well as those of supporters. The result is a close examination of a system of higher education management that could work elsewhere if judiciously applied.
