The goal of the meeting was to discuss the overall business of one of the nation's largest users of Enhanced Carrier Route (ERC (database) ERC - An extended entity-relationship model. ) Standard mail, from advertiser purchasing decisions to the Valpak product's influence over consumer-buying behavior. CTM's Vice President of Delivery Logistics and Postal Affairs, Diane Elmer, led the meeting and Senior Vice President of Operations, Jim Sampey, led the tour, which highlighted Valpak mail preparation and efficiencies gained for the USPS (1) (Uninterruptible Switching Power Supply) A power supply for a computer that contains its own battery and uninterruptible power supply (UPS) circuitry. See power supply and UPS.  by a multi-step production process. Chairman Omas said, "I'm impressed with the amount of volume and opportunity for future volume growth." CTM annually mails 500 million Valpak envelopes, which go through a multi-step production process.

In review of Valpak mail preparation, PRC Vice Chairman Covington said he took away a greater understanding of CTM's "extensive preparation of its mail to facilitate Postal Service postal service, arrangements made by a government for the transmission of letters, packages, and periodicals, and for related services. Early courier systems for government use were organized in the Persian Empire under Cyrus, in the Roman Empire, and in medieval  handling." Valpak envelopes are prepared as Standard ERC mail, both in walk-sequence order and barcoded, to allow for either automation within postal facilities or third-bundle delivery by postal carriers. Valpak envelopes are entered according to USPS regulations and with the greatest possible degree of presortation to allow for the most efficient processing at USPS facilities.

The February meeting between the PRC and Valpak was the first since 1994. The Postal Rate Commission is an independent regulatory agency in the Executive Branch of the federal government created by the Postal Reorganization Act The Postal Reorganization Act of 1970 abolished the United States Post Office Department, a part of the cabinet, and created the United States Postal Service, a corporation-like independent agency with an official monopoly on the delivery of mail in the United States. Pub.L.  of 1970 for the primary purpose of recommending postal rates, fees and mail classifications. The Rate Commission is composed of five presidentially-appointed Commissioners, each confirmed by the U.S. Senate for a six-year term.
