PCIA President Jay Kitchen said, "Cox's new PCS-over-cable infrastructure represents the very essence of our industry -- bringing new ideas to the marketplace and making wireless technologies more available and more affordable to more people than ever."

In 1994, Cox Communications received a "Pioneer's Preference" license from the Federal Communications Commission Federal Communications Commission (FCC), independent executive agency of the U.S. government established in 1934 to regulate interstate and foreign communications in the public interest.  to deploy Cox's unique and innovative cable microcell integrator (CMI (Computer-Managed Instruction) Using computers to organize and manage an instructional program for students. A CMI is a relatively small, low-power antenna that sends and receives wireless traffic. It is placed on above-ground cable-TV lines that already have been constructed, eliminating wherever possible the need for other forms of antennas. CMIs provide for speedier, cost-effective network build-out, and are usually more aesthetically pleasing than conventional wireless system antennas.

Cox Communications PCS Vice President of Technical Operations Debbie Simmons said: "It's very gratifying grat·i·fy
