Belgian police seized 14 al-Qaeda suspects, one of which was planning a suicide attack and had left a martyrdom video. It's thought they had travelled to Brussels from Pakistan and Afghanistan. There was no intelligence of "specific" attempt to hit the summit attended by Mr Cowen and other EU leaders. Security at the meeting buildings had not been tightened although the public were kept well away from the buildings in Brussels. But the date and venue of the talks has been known for months.
