He received several awards and commendations for his work in combating fraud.

He is now in private practice (as well as teaching law), representing whistleblowers who are interested in reporting fraud under the government's reward programs. But don't contact him unless you have a solid case and unless the reward money is at least $2 million.

But you do have Hesch's detailed and thorough book to help you investigate whether you have a case and how to file it. The 256-page guide is divided into three sections (after a 12-page "Overview of Government Reward Programs"):

* Section One: The Federal Reward Program, whose 21 chapters include, for example, case studies, "The 'Four Factors' of Eligibility, "Hottest Areas of Fraud," "DOJ (Department Of Justice) The legal arm of the U.S. government that represents the public interest of the United States. It is headed by the Attorney General.  Accepts Your Case, Now What?," "Attorney Fees and Tax Issues," "Personal Risks for Reporting Fraud," and "A Checklist to Follow."

* Section Two: The State Reward Programs, which outlines the rewards on the state level.

* Section Three: The New Tax Evasion The process whereby a person, through commission of Fraud, unlawfully pays less tax than the law mandates.

Tax evasion is a criminal offense under federal and state statutes. A person who is convicted is subject to a prison sentence, a fine, or both.
 Reward Program, which revisits earlier advice and information as applied to tax fraud.

Allthat plus "Conclusion," an appendix on "Conducting Your Own Research," and a glossary A term used by Microsoft Word and adopted by other word processors for the list of shorthand, keyboard macros created by a particular user.
