) for the Washington State Department of Health, Center for Health Statistics (CHS (Cylinder Head Sector) An earlier method of addressing a hard disk by referencing all three physical elements of the drive. It was superseded by logical block addressing (see LBA). ).

Designed to replace inefficient paper processes, the Department's new, web-enabled system significantly increases its ability to gather, analyze and process more than 500,000 records gathered each year from approximately 90 acute care facilities statewide.

The CHS is responsible for making hospital inpatient discharge data readily available to department and university epidemiologists, who conduct studies that assess the health status of persons living in Washington. The data is also reviewed by policy and decision makers who provide recommendations for appropriate and cost-effective health care for citizens.

"The CHARS data plays an important role in assisting our healthcare recommendations for the residents of Washington, so that data needs to be as up-to-date and accurate as possible. In the past, product delivery was not timely and it was becoming too costly to outsource the data collection," said Teresa Jennings, director, CHS. "Our goal was to resolve these issues by automating our paper processes, bringing the system in-house, and facilitating the collection and analysis of inpatient data, without increasing department costs. Thanks to Covansys, we were able to achieve all of these objectives."

Based on cutting-edge Microsoft.NET technology, CHARS was implemented using a blended team, with several Covansys consultants working at the client site and several others located in one of Covansys' six offsite development centers. By taking advantage of Covansys' on-site, off-site delivery model, CHS was able to achieve rapid deployment and world-class quality at reduced costs.
