The attorneys for the Department returned but could point out no such law. Beginning in 1997, the Department implemented a program to kill off the 6,000 Fall Creek hatchery run of coastal coho salmon as a way to reestablish a strain of so-called wild coho. If allowed to continue, the plan would culminate with the killing of the last coho salmon run at the hatchery.
