More than 168,000 tax bills will be mailed Wednesday, with the first of three payments due Nov. 15, Assessor Jim Gangle said.

 about this year's bills. Overall, property taxes in Lane County are up about 4.6 percent, generally keeping in line with tax-collection limits set by voter-approved measures in the 1990s, Gangle said. The total property tax for 2006 is $350.8 million, up from $335.4 million in 2005.

Taxes go up because of the continuation of tax levies, increases in assessed and real market values, and new construction. Property owners will pay more or less depending on what changes taxing districts have made, if any, and changes in assessed and real market values.

Payments are accepted at the tax payment counter on the lower level of the Public Service Building at the above address. The tax payment counter is open from 10 a.m. to noon and 1 p.m. to 4 p.m.; if you do not need a receipt, you can use the drop box in the building.

Taxpayers will receive a discount if full or two-thirds payments are made or postmarked on or before Nov. 15. Those who make a full payment will receive a 3 percent discount, and two-thirds payments will receive a 2 percent discount for the portion paid.

Property owners who pay their property taxes through a mortgage company should check with their lender if they have questions.

Property owners who wish to appeal their real market value should file an appeal to the County Board of Property Tax Appeals by Jan. 3.

Forms are available at www .lanecounty.org/forms.htm and from Lane County Deeds and Records; all appeals should be filed at the County Deeds and Records office.

The county collects property taxes on behalf of 80 districts that tax for cities, schools, education service districts, water districts, rural fire districts, urban renewal districts and other taxing districts such as park and recreation, library and ambulance districts.

About 49 percent of the property tax dollar goes for education; 34 percent goes to cities; 3 percent goes to fire districts; and 5 percent goes to other districts such as ambulance, library, and water districts. Lane County keeps about 9 percent of each dollar collected.
