County park officials provide comic relief on Siltcoos Lake.

With allusions to seasick sea serpents and displaced ducks, Lane County's park crews aim to get a laugh out of boaters who seek relief at floating restrooms they've installed on Fern Ridge Lake and, just this past week, on Siltcoos Lake south of Florence.

The first station, installed in 1999, is dubbed "Leakin-Leena," after the sailboat in the 1950s television puppet show and, later, cartoon series A cartoon series is a set of regularly presented animated television programs created or adapted for television broadcast with a common series title, usually related to one another.  "Beany and Cecil Beany and Cecil was an animated cartoon series that ran from 1962 to 1967. The original series title in 1961 was "Matty's Funnies" (for "Matty Mattel" the animated spokesperson for its primary sponsor Mattel Toys) which was later retitled "The Beany and Cecil Show", which aired ." On the latest project, senior park maintenance worker Bruce Plaep and his crew took a more literal approach to finding a name worth a laugh.

Siltcoos Lake is a duck hunter's dream, especially when valley ponds freeze and the ducks wing it westerly for a visit with their coastal colleagues.

Times like that, duck hunters sit and wait for them. "Sit 'n' Duck" came to mind.

"We got to talking about it and we started giggling," Plaep says. "It wasn't quite as funny (as Leakin-Leena). It was more of on a serious note. It can be a good hunting area if it freezes in the valley."

Leakin-Leena's name is not quite as literal.

In the "Beany and Cecil" series, Beany, the boy with the propeller atop his beany hat, and his seasick sea serpent sidekick, Cecil, often set sail aboard Leakin-Leena for encounters with their nemesis, the villainous Dishonest John.

And the restroom, for the record, does not leak, says Jake Risley, the parks planner who finagled federal funding for the latest project on Siltcoos Lake.

"Sit 'n' Duck" will be officially christened in a ceremony Feb. 18.

A grant from the Oregon State Marine Board, using funds from the 1992 federal Clean Vessel Act and the Sport Fish Restoration Program, covered the $85,000 cost. It took Risley 18 months to apply for and receive the money.

"That wasn't real humorous," Risley adds.
