The action was sought by the county Mental Health Advisory Committee, which has studied the impact of war on mental health, substance abuse, community safety and homelessness. The committee learned, for example, that more than one-quarter of soldiers returning from Iraq and Afghanistan had a mental disorder mental disorder

The resolution asks the congressional delegation from Lane County - Sen. Ron Wyden Ronald Lee Wyden (born May 3, 1949) is Oregon's senior United States Senator. He is a member of the Democratic Party. Early career and personal life

and Rep. Peter Defazio, both Democrats - to "reduce the number of U.S. troops engaged in wars."

Lane County appears to be on a different path than its local partners on the issue. The Eugene and Springfield City Councils haven't taken a position on the Iraq war or been asked to, officials said.

More than 35,000 veterans are in Lane County - about 11 percent of the population - but those struggling with addiction or other problems often face waiting lists that last months, Mueller said.

In the vote, the board asks the federal government to honor its responsibilities to citizen welfare by increasing financial support to veterans and their families.

"The war has been far, far away from Lane County, and yet the impacts have been right here in our community," Commissioner Pete Sorenson said.

Commissioners Bobby Green and Faye Stewart voted for the motion despite objecting to the call to reduce "U.S. troops at war."

That position invites unnecessary debate about the Bush administration's strategy, Green said, adding that a better goal would be "ending the (Iraq) war."
