[Irish Hist.: Brewer Dictionary, 728] See : Justice The Register-Guard SPRINGFIELD - Another month will pass before the City Council decides whether to institute a controversial business-licensing program that would raise money for the operation of a municipal jail. The proposal to charge individual businesses in Springfield $100 to $250 a year was initially scheduled to be considered by councilors in mid-March. A few days before a decision was to be made, Mayor Sid Leiken - a supporter of the proposal - asked for a one-month postponement of the discussion. Leiken said the delay would give city officials an opportunity to work with the Springfield Chamber of Commerce to possibly find another way to raise the $250,000 per year that would be generated through a new licensing program. Chamber officials oppose the plan and say the jail-funding burden should be shared among residents and business owners alike. The cooperative effort hasn't yielded any clear answers, so the issue was back before the City Council on Monday night. After hearing testimony from three people who oppose the proposal, and another who spoke in support of it, councilors said they would wait until May 15 before voting on it.
