Mayor Judy Volta has asked consultant and former Eugene City Manager Jim Johnson to attend tonight's meeting with a proposal to review "the organization and structure of Coburg City Government."

The council discussed seeking such a study well before the recent rocky period at City Hall, Volta said. Since May of this year, the council has discovered a $230,000 budget shortfall Shortfall

"We first talked about this some time ago, when Mike first agreed to take on the city administrator job as a temporary additional role," Volta said. "This seems like an opportunity to step back and look at all the possibilities."

Johnson will present a proposal to review the Coburg City Charter, city budget, and existing city structure; survey other small cities; examine alternative structures, and write a recommendation to the Council. He would charge the city $100 an hour for his services, and estimates he could complete the work in 18 hours.

Volta said Johnson could help the city determine how best to use its resources in the hiring of City Hall staff.

"He can help us decide what kind of skill sets are we going to look for in our vacant positions, or possibly one position, if we determine that the financial officer could also take the role of city administrator," she said.
