CITY leaders have been accused of fiddling the figures to cover up a multi-million pound cut in the council's payroll bill for thousands of staff.

Officially, they claim the cost of their controversial "fair pay and grading review" is an extra pounds 23 million a year.

But Labour leader Sir Albert Bore said that back pay owed under the new grading system "would equate to pounds 40 million per year in increase revenue contributions from city council staff."

Sir Albert argued: "When you take that into account the size of the pay package is actually being reduced.

"Many thousands are facing cuts in their salaries.

"The whole process is flawed and ought to be reviewed properly".

More secret details of the extent of the pay cuts have leaked out as six council unions promised a damaging post Christmas strike ballot involving binmen, street sweepers, and crematorium cre·ma·to·ri·um

Cabinet personnel boss Coun Alan Rudge, who has previously claimed he could count the number of people losing large amounts of pay "on the fingers of one hand", said salaries would be protected until 2010 - but those facing cuts would get no annual increases.

"We regret the review has resulted in a situation in which a number of members of staff now face the threat of pay reductions as a consequence of having a structure that satisfied legal requirements.

"We are concerned about these people and the adverse effect on morale."

He said it might be possible to "redesign jobs" to help employees in particular difficulties.
