Created by American author Tom Clancy, Splinter Cell began as a series of video games for various console systems. Michaels is currently working on another Splinter Cell novel. was described as the first recipient of the American Public Health Association's David P. Rall Award for Advocacy in Public Health; he was actually the second recipient of the award. Eula Bingham Eula Bingham is an American scientist who is best known as an Assistant Secretary of Labor for Occupational Safety and Health during the Carter Administration. President Jimmy Carter appointed her and she served through his administration, between 1977-1981. received the first David P. Rall Award in 2000.
