MGC Communications LLC (MGC), with headquarters in Las Vegas, is a privately held full-service provider of competitive local telecommunications services. MGC will commence local telephone services in Las Vegas in November 1996, operating as NevTEL. MGC has plans to expand its brand of local telephone service into several large and medium-sized communities throughout the United States as competitive developments and regulatory conditions permit. MGC offers its customers a broad array of high-quality voice, data and other basic and special local telecommunications services. MGC's primary customers are long-distance companies, interconnect vendors and business users of local phone service. Residential customers are expected to make up a relatively small but important segment of MGC's business. The company was founded in October 1995 in anticipation of the passage of the Telecommunications Act of 1996 Section 251 - Allows states to regulate prices in the local access market. Section 254 - Extends universal service to everyone no matter how rural, even if others have to subsidize the expense. Section 271 - Provides a 14-point checklist of requirements for RBOCs to offer intrastate long-distance service.. The act deregulated the $95 billion local telephone-services market, and encourages competitive local exchange carriers (CLECs) like MGC to compete against former local phone-service monopolies. MGC is making a $12 million capital expenditure to install its local switching facility and national operations center in Las Vegas.
