Corporate executives identified California, New York, and Massachusetts as having the "least favorable" business climates in America. California's negative rankings increased most dramatically from 25% in the 1999 survey to 57% in 2002. The South held on to its number 1 spot, with 70% of respondents giving it high marks. The Midwest (52%) retained its second place spot while the Plains (37%) captured the third place spot. The Pacific experienced the largest decrease in the rating, losing 19 percentage points in 2002 vs. 1999, to fall to fifth place. The respondents were also asked to name the European countries with the best and worst business climates. The results closely mirror the 1999 findings. For the best business climates, the United Kingdom took top honors with 68%, followed by Ireland (46%), Germany (36%), Spain (29%) and the Netherlands (23%). For the worst business climates, 63% named France, followed by Germany (34%), Italy (32%), and Greece (28%).
