California leads the ranking of "least favorable" business climates, followed by New York New York, state, United States

The survey was conducted by Development Counsellors International, a New York-based marketing firm that specializes in economic development, and unveiled here today to members of the International Economic Development Council, a membership organization that consists of thousands of economic development professionals from around the world. This is the third edition of this study. Previous editions appeared in 1999 and 1996.

"Most Favorable" and "Least Favorable" Business Climates:

When asked to name three states that have the most favorable business climate among all U.S. states A U.S. state is any one of the fifty subnational entities of the United States, although four states use the official title "commonwealth".  State, putting it in first place. North Carolina was next with 20%, followed by South Carolina (18%), Florida (18%) and Georgia (15%). The most remarkable change from 1999 is that California, which had ranked as second, dropped out of the top five.

Corporate executives identified California, New York, and Massachusetts as having the "least favorable" business climates in America. California's negative rankings increased most dramatically from 25% in the 1999 survey to 57% in 2002.

Survey respondents In the context of marketing research, a representative sample drawn from a larger population of people from whom information is collected and used to develop or confirm marketing strategy.  were asked to rate the business climate in six U.S. regions. The South held on to its number 1 spot, with 70% of respondents giving it high marks. The Midwest (52%) retained its second place spot while the Plains (37%) captured the third place spot. The Pacific experienced the largest decrease in the rating, losing 19 percentage points in 2002 vs. 1999, to fall to fifth place.

The respondents were also asked to name the European countries with the best and worst business climates. The results closely mirror the 1999 findings. For the best business climates, the United Kingdom took top honors with 68%, followed by Ireland (46%), Germany (36%), Spain (29%) and the Netherlands (23%). For the worst business climates, 63% named France, followed by Germany (34%), Italy (32%), and Greece (28%).

Growth in Manufacturing Facilities Predicted:

Asked what type of facility was the most likely candidate for their next expansion or relocation RELOCATION, Scotch law, contracts. To let again to renew a lease, is called a relocation.

, a hefty 44% said manufacturing/production plant, far outpacing corporate, division or regional headquarters (19%), distribution center (15%), regional sales office or service center (14%), or back office facility (8%). This was a major shift from 1999, when just 20% of the respondents said that a manufacturing operation would be their next facility, ranking it third behind regional sales and service center and corporate, division or regional headquarters.

Survey respondents included presidents/CEO's, vice presidents and senior corporate real estate executives at companies with annual sales in excess of $100 million.
