 used in a 450-mile regional telecommunications system in upstate New York Upstate New York is the region of New York State north of the core of the New York metropolitan area. It has a population of 7,121,911 out of New York State's total 18,976,457. Were it an independent state, it would be ranked 13th by population. . The system is being financed by the Development Authority of the North Country (DANC DANC Decontaminating Agent, Non Corrosive ). DANC awarded MasTec Inc., with offices located in Watertown, N.Y., a contract for the design and construction of the system, and MasTec chose Corning Cable Systems as the exclusive fiber optic cable supplier.

DANC has taken on the project to support economic development in the North Country. Competitive telecommunications services are critical for existing businesses in the region, and to support local efforts to attract new businesses. The Authority project will create a publicly operated telecommunications system that will allow multiple carriers to provide services in the region.

Corning Cable Systems is providing more than 700 kilometers of dielectric cable containing Corning(R) SMF-28e(R) optical fiber, the industry's most widely demanded low-water-peak optical fiber. SMF-28e fiber exceeds the communications industry's most stringent requirements with enhanced product attributes offering customers precision fibers backed by the most comprehensive specifications of any standard single-mode fiber See singlemode fiber. . The fiber is optimized for metropolitan and access networks, and compliant to ITU-T See ITU.

MasTec has begun the installation of the system and expects completion in 2004.
