Corel Corporation (NASDAQ:CORL) (TSE:COR) today announced that it has filed suit against the U.S. Department of Labor, alleging unlawful procurement practices. Corel filed its suit in the United States District Court for the District of Columbia The United States District Court for the District of Columbia is the United States District Court that hears cases originating in the District of Columbia over which federal courts have original jurisdiction. , in Washington, D.C.

In its complaint, Corel alleges that the Department of Labor has violated applicable statutes, regulations and international treaties, including the Competition in Contracting Act, the Federal Acquisition Regulation and the North American Free Trade Agreement North American Free Trade Agreement (NAFTA), accord establishing a free-trade zone in North America; it was signed in 1992 by Canada, Mexico, and the United States and took effect on Jan. 1, 1994.  (NAFTA NAFTA

) by "sole sourcing" a major software contract with another software vendor.

At the centre of the dispute is a decision by the Department of Labor to standardize its office automation suite on a competing product, despite the fact that, at the time, the Corel WordPerfect(r) family of products was licensed for a majority of the Department's 20,000 work stations.

Corel believes the three-year standardization deal could be valued as high as US $8 million. Corel is confident that had it won an open and fair competition for the office automation suite, it would have resulted in substantial savings to taxpayers.

"Corel has taken this step to ensure that the United States Government follows its own rules for open and fair procurement," said Marcia Mills, Corel's Corporate Counsel. "This is not a matter particular to Corel, nor are we targetting our competitors -- the Department of Labor's decision adversely affects all software vendors and suppliers to the government."

Corel is seeking an immediate injunction against the implementation of the "sole source" contract, and is seeking to have it declared null and void. Corel is also seeking to have the contract tendered in a fair and open competition.

Corel recently won a similar judgement against the Canadian Government's Department of Revenue, in a ruling that resulted in the revamping of the Canadian Government's procurement process.

Corel is being represented in this suit by attorneys David Nadler and John Kotelly of the Washington D.C. law firm of Dickstein, Shapiro, Morin and Oshinsky.
